Job Summary


The Associate Director will be responsible for designing, staffing and overseeing a dedicated team of CVI professionals tasked with creating the cross-systems partnerships needed to deliver on the Mayor’s vision. In doing so, the Associate Director will be given broad authority to ensure that the city’s ongoing programs, such as Safe Streets, are appropriately resourced and supported. This position works collaboratively to build capacity across community-based gun violence prevention strategies, directly supporting Baltimore-based community organizations positioned to engage in various gun violence intervention methodologies. The role provides direction in the areas of operations and administration, including procurement and financial management procedures. The CVI Associate Director oversees all monitoring and evaluation efforts, including administrative site and contract monitoring activities. The successful candidate will deliver a high-quality, comprehensive programing, has experience working within multi-sectoral partnerships, and possesses exceptional leadership and facilitation skills. In addition, the ideal candidate possesses significant project management experience with community-based organizations and agency partnerships and has excellent public presentation skills.


Key Responsibilities


Program Management


  • Oversee and supervise a team of staff, and provide leadership, supervision and guidance to subordinate staff by establishing work standards, objectives and goals; evaluating subordinates activities and work performance; and interviewing candidates for position vacancies
  • Make recommendations to City Hall regarding laws, policies, and procedures relevant to gun violence prevention
  • Develop project management plans, monitors timeliness of milestones that ensure adequate completion of deliverables.
  • Provide leadership in developing and implementing new programming.
  • Collaborate with program staff and supports program and activity performance and maintain competency in program policies
  • Participate in various community activities.
  • Manage grant contracts and other programming activities.
  • Prepare work plans and grant reports as required.
  • Administratively oversee and monitor community-based organizations and other partners for contractual compliance.
  • In partnership with Director, prepare program goals and objectives and evaluate progress and effectiveness of staff.
  • Provide supports, as appropriate, to achieve program deliverables within required timeframes.
  • Provide technical assistance and organizational capacity building around program development and management, operations, and fiscal management.
  • In partnership with Neighborhood Stabilization Response Coordinator, provide crisis response and management and coordinate immediate and long-term responses to community violence.
  • Develop and maintain relationships with a broad range of community stakeholders.
  • Be on-call to support late night staff activities.

Strategic Planning


  • Liaise and consult with a variety of high-level officials, representatives of local, state and federal agencies, constituent groups, task force groups, religious institutions, as well as nonprofits, professional, and service-oriented organizations to advocate for commensurate and consistent funding towards citywide gun violence prevention efforts and to facilitate their implementation
  • Work to identify and leverage program resources, including grants and philanthropic opportunities, to support gun violence prevention goals and activities
  • Partner with the senior agency staff in essential internal leadership activities (strategic planning, administration and human resources).
  • Coordinate engagement with relevant research experts within the fields of juvenile justice, criminal justice, gun violence prevention, youth development, and public health.
  • Utilize public health and criminal justice research and data (and related science) to identify root causes and the most demonstrably effective strategies toward prevention and intervention efforts
  • Work with the Office of Performance Management and Innovation to determine goals, benchmarks, and performance measures to ensure accountability
  • Monitor public safety data and enlists stakeholder feedback to assist in performance-based strategic planning and program direction

Inter-Agency Collaboration and Community Engagement


  • Serve as MONSE’s primary liaison with community-based organizations engaged in violence intervention work.
  • Co-facilitate improved data and information sharing between MONSE and other City and non-city partners.
  • Build and maintain strong relationships with partners.
  • Develop thought leadership around specific topics/emerging practice in violence prevention areas.
  • Assist to develop various alliances to achieve conversation objectives and coordinate with internal departments and external partnerships to schedule meetings and set agendas.

Qualifications/Skills


Knowledge of


  • Principles and practices of gun violence prevention strategies and interventions
  • Public health and criminal justice policy and initiatives toward the reduction of gun violence
  • Techniques for working with and engaging community groups

Ability to


  • Work effectively with diverse community groups
  • Encourage and leverage different perspectives, wisdom and experience of high-risk individuals
  • Develop, identify and analyze inclusive solutions that empower non-law enforcement partners in addressing the co-production of public safety
  • Identify defects or weaknesses in the analytic work performed by officials responsible for the development of regulations and standards
  • Bachelor's degree and/or 5 years of relevant experience in community violence prevention, community organizing, and/or nonprofit management.
  • Supervisory experience is required
  • Deep connection to and an in-depth knowledge and familiarity of Baltimore is preferred
  • Excellent written and verbal communication skills
  • Track record of delivering results in a high-pressure environment with multiple workstreams
  • Proven ability to effectively manage crisis situations
  • Direct experience working with senior leaders in government, private sector, community-based agencies, social service professionals and academicians
  • Ability to thoughtfully communicate with and respectfully engage diverse stakeholders around a shared vision for achieving results
  • Experience working with individuals impacted by violence, and knowledge of the street organizations and groups.
  • Must be able to walk 30 blocks or more on a regular basis, including in inclement weather
  • Exceptional organizational awareness and the ability to analyze and brief senior leaders
  • Consistent ability to exercise sound judgment and discretion.
  • Proven community organizing abilities.
  • High level of proficiency in Slack, Visio, and MSOffice products, including SharePoint and MSProject
