Background


Context


UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.


The UNCT Performance Indicators for Gender Equality and the Empowerment of Women (the UNCT-SWAP Gender Equality Scorecard) establishes an accountability framework for assessing the effectiveness of gender mainstreaming by UN Country Teams (UNCTs). The UNCT-SWAP GE Scorecard is one part of the accountability framework that was developed in response to the UN Chief Executives Board for Coordination (CEB) 2006 Policy on gender equality and the empowerment of women (CEB/2006/2). The other part of this framework is the UN System-wide Action Plan (UN-SWAP) for implementation of the CEB policy at UN Entities’ corporate level.


In 2017-2018, UN Women and UNDP led an interagency process under the auspices of the UNDG Gender Equality Task Team to update the 2008 Gender Scorecard, which initially focused on joint processes and institutional arrangements. The updated UNCT-SWAP Gender Equality Scorecard framework and technical guidance launched in June 2018 was extended to cover results, and to align with the UN-SWAP framework to ensure a coherent approach at global and country levels. Subsequently, an annual progress methodology has been introduced, building on a pilot in 2019, to provide more specific guidance on the process. In January 2021, an online data management and reporting platform was launched to support knowledge management processes and to provide a mechanism for the quality assurance and finalization of reports.


The 2020 QCPR calls for the United Nations development system to enhance and accelerate gender mainstreaming through inter alia the implementation of the United Nations country team performance indicators for gender equality and the empowerment of women (the UNCT-SWAP “scorecard”) as a planning and reporting tool for assessing the effectiveness of gender mainstreaming for use by the country teams in the context of the United Nations Sustainable Development Cooperation Framework.


Since the updated UNCT-SWAP GE Scorecard was launched in 2018, new frameworks, guidance and tools have been introduced as part of UN repositioning, key being the introduction of the United Nations Sustainable Development Cooperation Framework in 2019 and the new Management and Accountability Framework in 2021. UNCT-SWAP GE Scorecard reporting has also rapidly expanded, from 9 UN Country Teams reporting in 2018 to 61 reporting in 2021.


The work of the consultant will be supervised by UN Women (Silja Rajander). The consultant will be responsible to for providing helpdesk services to UN Country Team members on the implementation of the UNCT-SWAP GE Scorecard in accordance with the menu of services below, and for technical support


to data analytics as well as technical advice and inputs to update the UNCT-SWAP GE Scorecard to align with UN repositioning frameworks, tools and guidance.


Duties And Responsibilities

  • Provide technical advice and guidance to UNCT members and UNCT-SWAP focal points at country level on the implementation of the UNCT-SWAP GE Scorecard.
  • Provide quality assurance to the finalization of UNCT-SWAP GE Scorecard reports, advising on and ensuring a consistent approach to ratings and justifications across UNCTs.
  • Provide support to capacity development initiatives to strengthen of UNCT members on the UNCT-SWAP GE Scorecard, including through online training and coaching sessions.
  • Prepare data analytics on UNCT-SWAP GE Scorecard trends, advising and supporting the development of UNCT-SWAP GE Scorecard annual report cards.
  • Support the updating of the UNCT-SWAP GE Scorecard, advising on and drafting inputs on revisions to performance indicators and related guidance.
  • Tally time allocated to different activities and provide an analysis of requested demand for support, preparing an end-of-consultancy report covering lessons learned and recommendations.

Required Skills And Experience

  • Master’s degree in development studies, gender studies, social sciences, or other related fields.
  • Minimum 10 years’ experience in gender mainstreaming
  • Direct experience of supporting UNCTs in implementing the UNCT-SWAP GE Scorecard
  • In-depth knowledge of gender equality and women’s empowerment issues
  • Ability to provide advice on gender mainstreaming in the context of inter-agency processes and systems at the country level, including with respect to gender mainstreaming in the CCA and UNSDCF
  • Strong skills in facilitating and supporting inter-agency discussions on gender equality and gender mainstreaming
  • Solid comprehension of results-based management and reporting
  • Excellent writing skills in English
